Ukrainian President Demands EU to Utilize Seized Russia's Funds for Ukraine's Military Financing

In the midst of ongoing summit negotiations, Ukrainian President has pressed European Union leaders to activate plans using immobilized Russian funds to fund Ukrainian defence campaign "promptly".

Urgent Action Required

Appealing to EU officials in the EU capital on Thursday, the Ukrainian leader highlighted the vital requirement to entirely employ Russian assets for his country's protection against continuing military action.

"Whoever postpones this decision is not only restricting our defense but also hindering your own development," he declared, assuring that Ukraine would spend considerable money in buying EU-made armaments.

European Union Loan Proposal

European Union representatives are currently evaluating initiatives to support an interest-free loan for the country guaranteed by Russia's central bank funds, which were immobilized shortly after the full-scale military incursion.

The European Commission has outlined a €140 billion interest-free loan, with potential instructions to develop detailed legal frameworks aiming to complete the arrangement by year's end.

International Reactions

Russian authorities has described the scheme as "theft" and has pledged to pursue any persons or states deemed to have appropriated Russian money.

The Belgian government, which hosts 183 billion euros at Euroclear, constituting 86% of all Russia's state resources within the EU, has raised reservations about the proposal.

"Should you want to proceed, we will have to act as one," stated Belgian Prime Minister, emphasizing the necessity for assurances that all member states would share the expenses if Moscow sought to reclaim its funds.

International Coordination

About one-third of Russia's state resources are held outside the European Union, including in the Asian nation (28 billion euros), the Britain (€27 billion), the North American country (15 billion euros) and the US (€4 billion).

Recent Actions

Prior to the summit, the European Union endorsed its 19th set of sanctions against the Russian Federation, focusing on energy resources for the first instance.

This action followed comparable actions by the US, which imposed sanctions on the Russian two largest oil corporations, Rosneft and Lukoil.

Optimism in Resolution

Notwithstanding ongoing disagreements over the compensation assistance, several officials expressed confidence in attaining an accord.

"Today we will establish the strategic decision to secure the financial needs of Ukraine from the near future," stated a senior EU official, labeling the outstanding tasks as "technicalities".

Latvia's leader commented that an consensus on the assistance would empower the Ukrainian president in any potential diplomatic negotiations.

Diplomatic Considerations

The Ukrainian government has downplayed reports of a comprehensive peace initiative that emerged recently, implying it was the work of "certain allies" seeking to anticipate "an initiative from the Russian government".

The Ukrainian president emphasized that Russia has shown no indication of desiring to stop the hostilities, citing current bombings on non-military targets.
